Steven Macon Greer was born on 28 June 1955 in Charlotte, North Carolina. He trained as a physician (MD, Eastern Virginia Medical School, 1987) and worked as an emergency room physician and trauma specialist in Charlottesville, Virginia. He has described a near-death experience in his youth that he credits with awakening his interest in consciousness, cosmic reality, and the possibility of ET contact.
In 1990 he founded the Center for the Study of Extraterrestrial Intelligence (CSETI) and developed a contact protocol called CE-5 (Close Encounters of the Fifth Kind) — a method of initiating contact with ET craft through meditation, bioluminescent signals, and coherent thought projection. In 1993 he founded The Disclosure Project, which became his primary vehicle for assembling government, military, and intelligence witnesses to UAP and advocating for official disclosure. He resigned his medical career in the mid-1990s to pursue UAP work full-time.
Greer's most significant institutional achievement was the 2001 Disclosure Project National Press Club event in Washington, D.C., on 9 May 2001, at which over 20 retired military, intelligence, government, and corporate witnesses testified publicly about their direct knowledge of UAP-related programmes, crash retrievals, reverse engineering, and official cover-up activities. The event drew substantial media coverage and produced a 500-page briefing document distributed to members of Congress and the press.
Witnesses included former Air Force, Navy, and Army personnel who described specific incidents — nuclear missile shutdowns, radar intercepts, crash recoveries — with enough corroborating detail to demand serious journalistic investigation. The event preceded by sixteen years the 2017 NYT story that is often treated as the start of the current disclosure era, and Greer argues — with some justification — that the 2001 briefing established the evidentiary foundation that subsequent investigators built upon.
Greer's CE-5 protocol represents the most systematic attempt in the history of UAP research to move from passive observation to active contact initiation. He leads expeditions — in which paying participants meditate together, project coherent intention, and use various signalling methods — and claims to have documented over 700 close encounters including craft responses, orb materialisation, and high-strangeness events that he attributes to a genuine dialogic relationship with non-human intelligence.
Greer is controversial within the UAP research community. His central thesis — that ET civilisations are universally benevolent, that all hostile-seeming UAP are manufactured by a terrestrial military-industrial complex using reverse-engineered technology, and that the greatest danger is a false-flag ET invasion staged by this complex — is disputed by many researchers who consider it both unfounded and potentially dangerous. His business model (expedition fees, documentary licensing, speaking circuit) and his confrontational style have also attracted criticism. He remains one of the most visible and polarising figures in the field.
