Stephen Greer Bassett was born in 1946 and came to the UAP disclosure movement via a circuitous route through aerospace engineering studies, political activism, and what he describes as a personal intellectual conviction โ rather than a sighting or contact experience โ that the evidence for a non-human intelligent presence had been deliberately suppressed by the U.S. government. He holds degrees from Cornell University.
Bassett founded Paradigm Research Group (PRG) in 1996 and became the first โ and for many years only โ person to register as a lobbyist with the U.S. House of Representatives on the specific issue of ending what he calls the "Truth Embargo": the alleged policy of official denial of the ET presence. He has filed thousands of pages of lobbying disclosures and has corresponded with or visited dozens of members of Congress and their staff over nearly three decades.
Bassett's central argument โ sustained and elaborated over nearly thirty years โ is that the U.S. federal government has maintained a deliberate policy of deception regarding confirmed contact with non-human intelligence since at least 1947, and that ending this "Truth Embargo" is among the most important political priorities of our time. He frames this not as a conspiracy theory but as a straightforward political problem: a policy secretly implemented by the executive branch, sustained across administrations, and enforceable through a combination of national security classification, ridicule, and institutional inertia.
His flagship achievement was organising the Citizen Hearing on Disclosure in AprilโMay 2013, held at the National Press Club in Washington, D.C. Over five days, 40 researchers and military/agency witnesses testified before six former members of Congress in a format deliberately modelled on a congressional hearing. The event attracted significant media coverage and produced a multi-volume transcript. While not an official government proceeding, it represented the most concentrated public assembly of UAP-related testimony in history to that point.
Bassett has also produced several documentary films, run the X-PPAC political action committee, and organised numerous symposia. He has been a consistent and vocal critic of what he sees as the mainstream UAP research community's excessive caution โ arguing that definitive disclosure has been politically achievable for years and that researchers who hedge their claims are giving cover to continued official denial.
Bassett's core theoretical contribution is the concept of the Truth Embargo โ a term he coined to describe what he argues is an active, managed policy rather than mere bureaucratic secrecy. He distinguishes between a "Truth Embargo" (deliberate, ongoing policy of denial) and a mere "cover-up" (reactive concealment). His argument is that the embargo began immediately after the events of 1947, was formalised during the Eisenhower administration, and has been maintained through a combination of compartmentalisation, contract security agreements, ridicule culture, and the deliberate marginalisation of credible witnesses.
He argues that the embargo is now ending โ accelerated by the 2017 New York Times exposรฉ, the emergence of Luis Elizondo and TTSA, and the subsequent congressional hearings โ and that the political process he helped initiate through decades of lobbying has contributed to creating the conditions for official disclosure.
Bassett is a polarising figure within the UAP community. Admirers credit him with sustaining political pressure on the disclosure issue for decades when it was professionally and socially costly to do so, and with creating the Citizen Hearing infrastructure that helped normalise congressional engagement with UAP witnesses. Critics argue that his absolute certainty about the ET hypothesis and his combative dismissal of alternative interpretations damage the movement's credibility with mainstream political audiences.
His status as a registered lobbyist gives his activities unusual legal and political standing. As of the mid-2020s, with UAP disclosure advancing rapidly through Congress, Bassett has positioned himself as a vindicated prophet โ arguing that everything he predicted about the political evolution of the disclosure issue has come to pass.
