Harold "Hal" Elmer Puthoff was born on 20 June 1936 in Chicago, Illinois. He earned a PhD in electrical engineering from Stanford University and spent years at the National Security Agency before joining Stanford Research Institute (SRI) as a researcher. At SRI, he co-directed the Remote Viewing programme (Project Stargate) with Russell Targ from 1972 to 1985 — a classified CIA/DIA programme investigating psychic phenomena for intelligence applications that was operational for over two decades and involved figures including Ingo Swann and Pat Price.
After SRI, Puthoff founded EarthTech International in Austin, Texas — an advanced concepts research organisation — and later became Director of the Institute for Advanced Studies at Austin, working on zero-point field physics, breakthrough propulsion concepts, and UAP-related material analysis. He joined Tom DeLonge's TTSA as a scientific adviser and was deeply involved in the AATIP/AAWSAP technical programme through BAASS.
Puthoff's decade-long direction of the Stargate remote viewing programme remains one of the most significant empirically documented anomalous phenomena in the scientific record. The programme produced statistically significant results — remote viewers consistently providing accurate descriptions of geographically remote targets — documented in peer-reviewed publications including Nature and tested under controlled conditions designed to rule out fraud or conventional information leakage. The CIA declassified the programme in 1995 and independent meta-analyses of the data (notably by statistician Jessica Utts) confirmed statistically robust effects.
Puthoff's background in remote viewing shaped his approach to UAP: he was already operating at the boundary of what conventional physics could explain and was comfortable with anomalous phenomena that mainstream science either denied or ignored. His theoretical work on zero-point field energy — the quantum vacuum energy of empty space — provided a theoretical framework for speculations about exotic propulsion and the physics underlying UAP performance anomalies.
As a key scientific contributor to the AAWSAP programme through EarthTech/BAASS, Puthoff produced technical studies on advanced aerospace concepts and was involved in analysis of materials alleged to be associated with UAP.
