David Charles Grusch is a former officer in the United States Air Force (commissioned 2009, retired as Major) and a career intelligence community professional who worked for the National Geospatial-Intelligence Agency (NGA) and the National Reconnaissance Office (NRO). He served in Afghanistan and held multiple senior intelligence positions requiring high-level security clearances. From 2019 to 2021, he served as the NGA and NRO representative to the UAP Task Force (UAPTF) — the Pentagon's UAP investigation office established in 2020 — where he was one of two individuals tasked with gaining access to all UAP-related programmes across the U.S. government.
In 2021, Grusch filed a formal protected whistleblower complaint with the Inspector General of the Intelligence Community alleging that U.S. government and contractor entities are concealing a multigenerational programme to retrieve and reverse-engineer non-human craft. After two years of legal process, his complaint was evaluated by the IG as "credible and urgent." He went public on 5 June 2023 in interviews with journalist Leslie Kean, reporter Ralph Blumenthal, and Ross Coulthart of NewsNation, and testified publicly before the House Oversight Committee's UAP Subcommittee on 26 July 2023.
Grusch's complaint alleged that the U.S. government has had possession of non-human craft and non-human biologics for decades, recovered through crash retrieval and other means, and that the programme managing this material operates entirely outside congressional oversight through a network of unacknowledged special access programmes (USAPs) contracted largely to private defence companies. He stated that he had interviewed dozens of individuals with direct knowledge of these programmes, that some had faced illegal retaliation for attempting to report to Congress, and that he himself had been subject to intimidation.
Grusch specified that these programmes predate the formal AATIP/UAPTF structure, that multiple crash retrievals have occurred on multiple continents, that the retrieved material includes objects of clearly non-human manufacture, and that analysis of recovered material has been ongoing for decades. He declined to provide specific details in public testimony, citing classification, but stated his willingness to provide full details in a classified setting to appropriate oversight bodies.
The July 2023 congressional hearing — the first public UAP hearing with whistleblower testimony since the Church Committee hearings of the 1970s — was the most significant institutional UAP event in U.S. history. Grusch testified alongside David Fravor and Ryan Graves before a bipartisan panel that expressed both credibility in the witnesses and profound concern about oversight failures. Multiple members of Congress subsequently stated publicly their belief that the government possesses non-human materials.
Grusch's testimony catalysed a series of further congressional actions: the creation of a select subcommittee, provisions in the 2024 NDAA requiring disclosure of crash retrieval programmes to oversight bodies, and the beginnings of a formal congressional investigation into whether UAP programmes are operating outside legal authority. Whatever the ultimate resolution of his specific claims, his whistleblower action fundamentally and irreversibly changed the political status of the UAP subject.
