Christopher Karl Mellon comes from one of America's most prominent families — the Mellon banking and philanthropic dynasty — and built a career of his own in national security. He served as Deputy Assistant Secretary of Defense for Intelligence in both the Clinton and George W. Bush administrations, overseeing the Special Operations and Low-Intensity Conflict portfolio, and subsequently as Minority Staff Director of the Senate Intelligence Committee. He held TS/SCI clearances at the highest levels for decades.
Mellon joined To The Stars Academy in 2017 as a national security adviser and became one of the most credentialled and methodologically careful public advocates for UAP transparency. He has written extensively in publications including The Washington Post, Politico, and The Hill, and has briefed members of Congress and intelligence committee staff. He has consistently framed the UAP issue in national security terms rather than sensationalist ones — arguing that whatever the ultimate nature of the phenomenon, the government's failure to adequately investigate it represents a serious national security failure.
Mellon's contribution to the UAP disclosure process has been primarily strategic and institutional rather than investigative. He identified the key argument that made the UAP issue tractable for conservative members of Congress: that regardless of the ultimate origin of observed UAP, the demonstrated ability of unidentified objects to penetrate restricted airspace, disable nuclear weapons systems, and operate in military environments without being intercepted or identified represents a severe national security failure that Congress has an obligation to address through its oversight powers.
This framing — separating the question "what are UAP?" from the question "why hasn't the military investigated and reported on them?" — created the political coalition that produced the 2022-2024 NDAA UAP provisions. Senators and representatives who might have been reluctant to engage with what sounded like a UFO story were willing to engage with what was clearly a defence intelligence and oversight story. Mellon's credibility — as a former Deputy Assistant Secretary of Defense who had held relevant oversight responsibilities — was essential to making this argument credible to sceptical legislators.
Mellon played a direct role in the release of the Navy UAP videos that accompanied the December 2017 New York Times story. He obtained the videos through channels he has described as proper declassification procedures and provided them to The Stars Academy, which worked with the Times to publish them alongside the AATIP story. The videos — the FLIR1 (Tic-Tac), Gimbal, and GoFast recordings — were subsequently officially acknowledged by the Pentagon as authentic Navy footage. His role in this leak established the credibility of the material while bypassing the classification obstacles that had kept it from public view.
